There was a bit of confusion as to what the chapter sites (links in the top menu bar) are for.  Here's how they are used: 

1.  Someone writes an article.

2.  They select 'Newsletter' as the Section.

3.  They select 'Chapter ---' as the Category.

Once articles are accepted and published, all articles for Chapter --- can be seen by clicking on Chapter --- in the top menu bar.  An example of this is the Otis golf outing, also visible by clicking on the link to Chapter 166.

The moral of this story is that chapters need to start populating the articles!
